Since being assigned to interview Charlie to locate the bodies of his victims in 'Mayor of Kingstown' Season 2, Ian and Charlie's relationship has been strained. While Ian outwardly appears kind to Charlie, he secretly questions Charlie's humanity because he killed so many people.

In Episode 9, Ian takes Charlie with him to identify the bodies of people he killed in the past. However, Charlie keeps mentioning “the man on the porch,” which agitates Ian. In a fit of hyper-aggression, Ian kills Charlie on the spot.

In 'Mayor of Kingstown' Season 2, Ian and Charlie killed Ben Morrissey (Blake Shields). Ian originally brought Charlie along to intimidate Morrissey into not testifying against Robert. However, Morrissey's anger provoked Charlie into killing him to protect Ian.

Ian does not want anyone to know that he was involved in Morrissey's murder. Ian's killing of Charlie in Season 3 Episode 9, under the pretext that Charlie tried to attack him, marked the final blow in their imbalanced relationship. 

This act also added another death to the growing list of those killed to protect Robert (Hamish Allan-Headley). Ian's involvement in killing criminals further exacerbates the KPD's accountability issues.

I feel like they could have set it up as a psychological/horror storyline for at least the last few episodes or maybe even a full season of it.. damn would have been great."
