KINGSTOWN, MICHIGAN:'Mayor of Kingstown' Season 3 Episode 4, titled 'Rag Doll', officially dropped on Paramount+ on Sunday, June 23. 

The fourth episode of 'Mayor of Kingstown' Season 3 begins with a scene of turmoil and devastation outside the Kingstown Police Department. Authorities are diligently working to apprehend those responsible for the bomb attack that occurred outside the department in Episode 3.

In 'Mayor of Kingstown' Season 3, Episode 4, another significant development unfolds as Mike McLusky (Jeremy Renner) finally encounters Merle Callahan (Richard Brake), the leader of the Aryan Brotherhood.

It appears that 'Mayor of Kingstown' Season 3 Episode 5 could bring about significant developments in the storyline.

In 'Mayor of Kingstown' Season 3 Episode 4, the investigation into the blast outside the Kingstown Police Department moves quickly, with authorities identifying the initial suspect as John York.

Kyle McLusky (Taylor Handley) informs Mike that the first suspect is affiliated with the Aryan Brotherhood. Mike meets Kareem Moore (Michael Beach) and asks him to arrange a meeting with Merle, suspecting that Merle ordered the attack against Kingstown Police Department. 

Mike confronts Merle about the incident, but Merle feigns ignorance and denies any involvement. Mike expresses his desire to uncover the truth about who ordered the attack, and Merle asserts that he can help by providing a name. In return, Merle requests a transfer to Gen Pop.

On the other side of investigation, Bunny Washington (Tobi Bamtefa) manages to capture the alleged second suspect. Mike interrogates the second suspect, pressing him to disclose who ordered the attack on the Kingstown Police Department. Mike specifically questions if it was Merle who gave the order. However, the suspect refuses to cooperate and responds with insults directed at Mike's family. In a fit of anger, Mike pushes the suspect from the roof and then leaves to confront Merle.

Mike informs Merle that he will be returning to Gen Pop the next day. Merle, in turn, also asks for Mike's promise that he will always answer his calls, regardless of the circumstances.

In the last scene of 'Mayor of Kingstown' Season 3 Episode 4, Merle is seen making a phone call to Konstantin (Yorick van Wageningen). During the call, Konstantin expresses confidence in their partnership, saying that together they can achieve significant goals.

It appears that Merle ordered the attack on the Kingstown Police Department, as suggested by his phone call with Konstantin. This suggests that Merle is skilled at manipulation and capable of causing harm to Mike.

One of the most significant examples of his manipulation occurred when Merle used the bomb attack outside the Kingstown Police Department to his advantage. Mike's immediate need to address the chaos allowed Merle to negotiate for more freedom in exchange for information, demonstrating his ability to turn even the most destructive events into opportunities for his own gain.
