NEWFOUNDLAND, CANADA: In the wake of the devastating implosion of the Titan submersible, investigators are diligently working to ensure all necessary precautions are taken should bodies be discovered on the sea floor. Captain Jason Neubauer, leading the US Coast Guard's investigation into the incident, spoke to reporters as search and rescue operations drew to a close.

Fatalities and Ongoing Salvage Operations

The tragic incident claimed the lives of renowned British adventurer Hamish Harding, along with father and son duo Shahzada and Suleman Dawood, the American CEO of the vessel's operating company, Stockton Rush, and French national Paul-Henri Nargeolet. As salvage operations continue, Captain Neubauer addressed the press in Boston, highlighting the significance of convening a Marine Board of Investigation, the highest level of investigation conducted by the US Coast Guard. The duration of the investigation remains uncertain.



 

Notably, the US Coast Guard emphasizes that it does not charge for search and rescue operations. Collaboration between investigators from the UK Marine Accident Investigation Branch, the US National Transportation Safety Board, the Transportation Safety Board of Canada, and the French Marine Casualties Investigation Board is also underway. Captain Neubauer revealed that the recovery operations are proceeding cautiously, particularly with regard to the potential discovery of human remains. "A priority of the investigation is to recover items from the sea floor. We have already mapped the accident site in the field, so the other factors would be part of the investigation," he stated.

Safety Concerns and Regulatory Implications

Concerns regarding the safety of the submersible have emerged following the tragedy. Correspondence between Stockton Rush and deep-sea exploration specialist Rob McCallum, revealed by the BBC, highlighted the former's dismissal of safety concerns. Rush expressed frustration with those who employ safety arguments to impede innovation, paralleling the famous declaration regarding the Titanic's unsinkability. Captain Neubauer believes that the investigation may lead to stricter regulations. “It’s an opportunity to learn from the incident and then work with our international partners worldwide to improve regulations or international safety standards so that they have improved oversight over these operations and to prevent a similar occurrence," he told reporters.



 

On a related note, Canadian authorities have initiated inquiries into the circumstances surrounding the implosion. Superintendent Kent Osmond of the Royal Canadian Mounted Police (RCMP) announced the establishment of an investigative team to determine if a criminal investigation is warranted. Interviews with individuals aboard the submersible's main support ship, the Polar Prince, have already taken place. Osmond clarified that the RCMP is conducting preliminary inquiries to assess the need for a full investigation while stressing that there is no suspicion of criminal activity at this stage. Family members of the deceased were present on the Polar Prince before the authorities announced their intention to conduct inquiries.

Who is Captain Jason Neubauer?

Captain Jason Neubauer has been serving as the chief of the Office of Investigations & Analysis at Coast Guard Headquarters since July 2014. His responsibilities include overseeing marine casualty investigations, suspension and revocation cases involving mariners' credentials, violation investigations, and data analysis for the Coast Guard's prevention operations. With an extensive background in marine safety and prevention, Captain Neubauer previously commanded Marine Safety Unit Chicago and held various leadership positions within the Coast Guard, including Coast Guard Sector Honolulu and Marine Safety Detachment St Paul.
