Meanwhile, a 24-year-old man, Jose Guadalupe was arrested as a suspect in the case.

What did the apology letter say?

The letter apologizes to the woman caught in the crossfire, as well as the residents of Matamoros. The writer also slammed his fellow cartel members and went on to promise to hand over the members to the police. It read, "The Gulf Cartel's Scorpions Group strongly condemns the events of last Friday, March 3 where unfortunately an 'innocent' working mother died and 4 American citizens were 'kidnapped' of which 2 died. We have decided to turn over those who were directly involved and responsible in the events, who at all times acted under their own decision-making and lack of discipline," stated in the letter. It also claimed that gunmen who opened fire had broken the criminal organization's "rules." Meanwhile, they also broke the rule of the group, which is "Respecting the life and well-being of the innocent." The scorpions' group also begs the "American families and people in Matamoros for forgiveness." An insider told Vice News, "The same people took the photos of the five men and the banner and sent them to police. They also called the emergency number to alert authorities of the message they left downtown." However, the authenticity of the letter is still under question. "The CDG apologizes to Matamoran society, the relatives of Mrs. Arely, the American individuals and families affected. The CDG asks society to be calm because we are committed to not repeating those errors caused by indiscipline and whoever is responsible will pay!!," stated the letter.

What is the Scorpio Group Cartel?

The Scorpio Group Cartel is considered to be responsible for the kidnapping of four Americans and the murder of two in the Mexican border city of Matamoros. This is an armed branch of the Gulf Cartel that has dominated the northeastern side of Mexico for decades. Meanwhile, the group also shared photos of the men lying on the floor face down, in front of a black pick-up truck. Jose Alberto Garcia Vilano, alias La Kena or Ciclon 19 is considered the head of the group, as per Vice. Meanwhile, the group was founded in 1930.  Meanwhile, a spokesman for the Tamaulipas State Attorney General's Office, claimed the five alleged participants are not assigned with any charges as of now.
