ELLIS COUNTY, TEXAS: CPS caseworkers were allegedly concerned over Shamaiya Hall’s custody of her five children as they filed a petition to terminate her parental rights, months before she stabbed her children and killed three of them. The 25-year-old was arrested on March 3 after a CPS worker discovered the childre in her home in Italy, Texas.

The CPS had apparently sensed the threat to the children's lives and was trying to prevent any future tragedy. As per the court documents obtained by WFAA, CPS filed a petition on July 1, 2022, to revoke Hall’s parental rights claiming, "There is a continuing danger to the physical health or safety of the children if returned to the parent.” The department decided to take an action against Hall after police were called to her home on June 30.

'She was disoriented and rambling'

Police, at that time, reported that Hall’s five-year-old son went to their neighbors and claimed that “their mother Shamaiya was dead on the floor.” Upon their arrival, the officers found Hall unresponsive “under the influence of some form of drugs and is intoxicated and... was disoriented and delusional.” Once they revived her, the first responders noted that "she was disoriented and rambling." Police said Hall’s home was in a filthy condition, with dirty diapers littered everywhere.

“Shamaiya did not know the year or where she is located. Shamaiya was not answering questions asked, but it was like she was answering questions for a person not present, and Shamaiya cannot take care of herself and is unable to provide information on her children, and there are no relatives to take the children,” the officer said. Hall was immediately rushed to a hospital while her children were taken to their grandmother’s home in Grand Prairie.

Why did CPS file a petition to terminate Shamaiya Hall’s parental rights?

Following the incident, CPS launched an investigation into the matter and interviewed the children’s grandmother, who revealed that "Shamaiya’s sister Troyshay had stabbed her seven-year-old daughter to death in Dallas in 2020 during a mental health crisis.” She also told CPS about Hall’s mental health disorders, adding that she “now feared for Shamaiya’s kids.”

In July 2022, CPS petitioned Kaufman County to relocate the children permanently due to Hall's drinking problems. “The department is concerned that due to Ms. Hall’s untreated and unmedicated mental health issues, she places the children at risk which could cause serious injury or possible death when she becomes a threat to herself and others,” CPS stated, according to the court document.

Hall was discharged from the hospital on July 2022 when she contacted CPS and “kept asking for her kids and said all she did was get drunk.” However, CPS did not return them and ordered Hall and the children's fathers to have limited contact with them. According to records, CPS was seeking a permanent home for the children while the final hearing to terminate Hall's and the chilfren's' fathers' parental rights was scheduled for this July. Tragedy, however, struck before any of that could take place.
