CENTERVILLE, TENNESSEE: A woman, named Rachal Dollard, has been charged with second-degree murder in the death of an inmate called Joshua Brown, who was being held at the Turney Center Industrial Complex in Hickman County. The officials from the Tennessee Department of Corrections (TDOC) said Brown, who was serving an 11-year sentence on drug-related charges till the year 2029, and Dollard was observed passing drugs as they kissed.

According to the TDOC, in February 2022, Dollard, who visited Brown at the facility, passed a drug to the inmate while kissing him. Brown then swallowed a balloon pellet with half an ounce of methamphetamine, and later died of an overdose. David Imhof, the director of TDOC’s Office of Investigations and Conduct, said, "This incident points to the real dangers of introducing contraband into prisons and the consequences that follow." He also added, "Our agency will pursue prosecution against any individual who threatens the safety and security of our staff, the men and women in our custody, and our facilities."

After a few months of investigation, Dollard was taken into the custody on August 14 by TDOC special agents and the Dickson County Sheriff’s Department. She is being held in the Hickman County jail on charges of second-degree murder as well as the introduction of contraband into a penal facility.

On the other hand, TDOC stressed that it uses “a variety of tools to try to prevent the introduction of contraband into Tennessee prisons including pat searches of anyone entering a facility, vehicle and cell searches, and drug detection dogs.” It also mentioned that body scanners are also being placed in all facilities.

Contraband in prisons

According to Contraband Detection and Control, contraband in correctional facilities includes illegal items, such as drugs and weapons, or items prohibited in the area being monitored, such as cell phones. And as per The Fast Law Firm, if anybody is caught providing or possessing contraband in prison, they can face different penalties depending on the nature of the contraband introduced (or attempted to be introduced) into federal prison or possessed in a federal prison by an inmate.

TDOC has encouraged any individual with information about any potential security concerns to call the 24-hour anonymous tip line, 1-844-TDC-FIND (1-844-832-3463).
