PHILADELPHIA, PENNSYLVANIA: Philadelphia police have arrested the parents after they found two partially-clothed little girls wandering unattended in the rain and a 6-year-old boy locked in a dog cage. Paul Weber, 31, and Michelle Campbell, 30, were charged with two counts of recklessly endangering a person and endangering the welfare of a child

When the police showed up at their house in the 4200 block of Glenview Street, they saw two little girls, ages 3 and 5, stumbling around close to the back of the building. Police discovered the 6-year-old child in the cage after they picked up the girls and went inside the house. A zip tie was used to lock the cage.

"When officers arrived on the block they saw two girls, ages four and five, that were partially dressed outside in the rain. The officers were able to pick them up and gain entry inside the property. Once they got in there they came upon a 6-year-old that was locked inside of a dog cage," said Sgt Eric Gripp with the Philadelphia Police Department, as per ABC News.

According to the police, the children are related and there were also two other people present at the time, a male in his 40s and an 80-year-old woman in a wheelchair. They are said to be the grandmother and uncle of the children. According to sources, the little boy and his uncle both have intellectual disabilities. Although it is unknown exactly how long the child remained in the cage, it seems this wasn't the first time. According to reports, the boy's mother used to put him in the dog cage when she left the house, leaving him naked and just covered by a pillow and blanket.



 

'They are screaming for their mother and father'

According to the neighbors, the two little girls were frequently seen playing unattended outside. Officers were dispatched to the scene on Thursday as a result of a worried neighbor's 911 call. "They have Pampers on. They have no shirts, no pants, they have no shoes. They're screaming, it's raining, it's cold. They are screaming for their mother and father," recalled Hector Perez, a neighbor who found the children when he came home from work.

The children were taken to St Christopher's Hospital for a checkup. Their conditions are currently unknown.
