Who is Col Lamar Davis? Footage shows SPEEDING Louisiana top cop let off with warning and HANDSHAKE

The head of the Louisiana State Police later acknowledged his mistake but said he did not remember the speed at which he was driving the car

A police-worn body camera footage exposed the moment when a state trooper pulled over the Head of the Louisiana State Police for speeding before turning off his camera and letting his boss go free. The incident took place on June 28, when the unidentified state trooper stopped Col Lamar Davis at around 1 pm. Police later released the video footage on Thursday, July 7. In the video, the trooper was seen pulling an unmarked black van over on the Atchafalaya Basin Bridge, and then walking over to the car.

Col Lamar Davis, the driver, stepped out of the van. As soon as the Louisiana police noticed Davis, the driver said 'Well I'll be,' in apparent surprise, just before the body camera footage cuts off. The rest of the video does not have any audio and it is unclear what the two men said. The remainder of the encounter that was recorded in the dashcam showed the tropper shaking the hand of his boss before letting him go.

According to the head of public affairs for the Louisiana State Police, Capt Nick Manale, it appeared as if the responding officer stopped recording the incident the moment he recognized Davis. Fortunately, the dashcam recorded the rest of the encounter but could not pick up the audio. It showed the trooper walking towards Davis before they spoke for a few seconds, shook hands, and then each one left the spot as if nothing happened. Davis could be seen stepping back inside and preparing to drive off within 30 seconds of him exiting his vehicle. 

The responding officer also did not lodge any complaint related to the incident. The maximum speed limit on Atchafalaya Basin Bridge along Interstate-10 is 60mph which Davis clearly appeared to have violated. Manale said the responding officer "utilized his discretion and did not issue a citation." An investigation into the confrontation is ongoing, and Assistant Attorney General Kristen Clarke, who oversees the Justice Department's civil rights division, said Davis and Gov John Bel Edwards have pledged to cooperate with authorities. 

Who is Col Lamar Davis?

Davis became superintendent of the Louisiana State Police on October 30, 2020. The head of the Louisiana State Police later acknowledged his mistake but said he did not remember the speed at which he was driving the car. The Interstate in which the Davis was found to be overspeeding records more than 200 accidents every year. He was said to be heading over for a meeting towards Lake Charles. "I was wrong. I admit that. I take full responsibility," Davis told WBRZ on Friday, July 8. "I try to do too much in a day. I know everybody wants to see everything that we do. But, we´re not putting body cameras on doctors or lawyers or anybody else that is interacting with the public," Davis said. "I ask that people trust that we are doing the right thing for the right reasons."

An unnamed source who is linked to this incident alleged that Davis was "going at least 90mph." The source noted that the traffic stop came shortly after Davis gave his department an urgent assignment to stop speeding drivers on the bridge.
