Former GSA manager had oral sex with White House staffer on rooftop of agency's headquarters, investigation reveals

The associate administrator, identified as Brennan Hart, reportedly admitted to investigators that he had escorted the White House staffer into GSA's central office.

An ex-General Services Administration (GSA) manager reportedly engaged in oral sex with a White House staffer on the rooftop of the agency headquarters and drank alcohol during working hours in his office, an inspector general report has found.

The former GSA associate administrator, identified as Brennan Hart, reportedly admitted to investigators that he escorted a White House staffer into the GSA's central office at 1800F Street in Washington in July 2017, and had made drinks for himself and the staffer with vodka he kept on his desk, the report revealed on Wednesday.

The White House staffer has not been identified.

Hart left the job weeks after he confessed to engaging in sexual activity and drinking on the job. He also confessed to imbibing in the office with colleagues, including former acting GSA administrator Timothy Horne. It is not yet clear whether he was terminated from the job or he resigned.

"He said their sexual activity began in the Administrator suite area and culminated with oral sex on the rooftop of the Central Office," the report said. "Hart stated this occurred on only one occasion."

The White House staffer's name was redacted from the March 2018 report, which was obtained through a Freedom of Information Act request. Reports state that the staffer involved in the incident refused to be interviewed by GSA inspector, and said that any meeting between them would need to be first approved by White House counsel.

"Hart stated he kept a bottle of vodka at his desk and only consumed alcohol in the GSA Central Office after normal business hours,” the report read, according to the New York Post

The current administrator of the GSA, Emily Murphy, while talking to investigators in February 2018 had said that she "often permits" her immediate staffers to drink booze in her office after business hours on Fridays, however, she added that she was "very careful about such approvals."

The report stated: "Having sex in the central office building is not an authorized purpose for use by the public. Further, there is no law or GSA regulation that allows an employee to have sex in the building."
