The Rockland, Maryland, resident attended Colonel Zadok Magruder High School in 1981 and pursued Computer Science at the University of Maryland, College Park, in 1985.
According to her LinkedIn profile, she previously worked as a Special Projects Consultant at The Association of Independent Schools of Greater Washington (AISGW) before joining her current job in 2021.
Joan has four kids and two grandkids and has been resilient through many unexpected life changes over the years. When she is not working, the 60-year-old loves listening to Elton John, hanging with her dog, and cooking a delicious meal.
