Cudahy couple found guilty of abusing 15-year-old daughter who was discovered beaten, burned and bruised from 'head to toe'

CUDAHY, MILWAUKEE: A couple from Cudahy was found guilty in the horrific abuse of their 15-year-old daughter at their home. The 47-year-old Kevin Boon-Bey and 34-year-old Felicia Boon were arrested when the police discovered the abused meted on the 15-year-old girl while responding to a call about a girl throwing boiling water on another on December 5, 2018.
The police report said that they saw the juveniles inside the house and they did not open the door. One was reportedly heard calling the father and saying "Hurry up dad, police are here and are knocking on the front and back door. I don't know what to do." The cops spoke to the kids and Boon and were assured that everything was fine.
It was only when Cudahy Police Officer Adam Frick returned to the station that he realized that he had not spoken to one particular victim — who was not mentioned by Boon or the other minors he spoke to. When he went back to check, the father said that she was in her room.
The Journal Sentinal reported at the time that the stench of urine was strong enough to make the officer's nose and eyes water and burn when he approached the room. He found the girl in very soiled clothes, and in no condition to stand or walk properly and had bruises and cuts on her face and head.
After speaking to the child, the officer learned that she had not eaten or had anything to drink in three days. The child had said that she was in the room since August and wasn't aware of the date. When she was taken to the hospital, they found multiple injuries on the girl including bruising and burns. She had also said that her step-siblings would "discipline" her after her parents had permitted it. She was not sent to school and was homeschooled since November 2017. Her door had been secured with plastic ties by her father and he also had an alarm installed in case she opened the door. Her siblings had also tied her with plastic ties to the bed, she said.
She told the police that her stepmother made her write passages from the Bible. She also revealed that Felicia Boon made her shower with the same clothes on and sprinkled bleach on her. The girl shared that another 15-year-old sibling would beat her with a belt and once choked her so hard that she became unconscious. A physician testifying for the state, Hillary Petska also found evidence that coincided with the victim's description of abuse. "She was covered in injuries from head-to-toe," Petska said.
At the trial, it was also reportedly revealed that she had been made to eat in the same bowl in which she defecated in and was severely malnourished. She had also sustained liver damage that could have led to renal failure. The victim told the court referring to her cousin, "She was just beating me with whatever she could find in the room. I don't know where she got them from, but there were metal poles she would use — belts, switches — just anything she could find." The cousin had hit her with a curtain rod and had thrown baby formula at her.
The stepmother could be facing 30 years behind bars while the father may be looking at 40. Their sentencing is due on September 27.
